Which of the following most accurately describes the problem?

MERSEY TUNNEL tolls go up on September 8. New rates approved by the government are 70p for lorries and coaches over three tons (60p at present) and 30p for cars (25p). The toll for motor cycles and three wheelers remains at 15p, the request for a 5p increase being turned down.

The toll increase was planned for April and the delay has cost the council about £500,000 extra this year.

Merseyside County Council asked the Government for a "modest" rise as long ago as January 1978. There was a public inquiry in January this year when there were objections and observations from more than 240 people, including companies.

The inspector, D. H. Crofton, advised the Government that the county council's policy of progressive increases in line with inflation was acceptable and the new Transport Minister, Norman Fowler, has accepted that.
