Which of the following most accurately describes the problem?

TH E right of the holder of a C hiring

licence to employ his brother as a driver of his 4-ton tipper engaged on-contract work, while he himself carried on his career as a diesel engine fitter, was questioned by the Western Deputy Licensing Authority, Mr. C. J. Macdonald, at Gloucester on Tuesday, when he refused an application by C. Allford, of Lydney. Glos., for a B licence for the vehicle.

Giving evidence, Mr. Allford said although he was an engine fitter, he wanted to enter the haulage business proper. A number of farmers in the district had asked him to do haulage work for them. He had also worked for one of the nine objectors. Letters in support were handed in, and one quarry owner made a personal appeal, but he was told by Mr. Macdonald that his evidence had not been very helpful as he could not give the names of any of the hauliers whom he had asked to help him. Witness said he employed his brother as driver of the vehicle because the firm he worked for was unable to supply a driver themselves.

Mr. Derek Evans, representing a number of objectors, submitted that for applicant to employ his brother on a C hiring licence was an infringement of the e'onditions attaching to the licence.
