Which of the following most accurately describes the problem?

CHAIRMAN of the South Wales Licensing Authority, Mr. C. R. I Iodgson, said at Cardiff last week that the time had come to call a halt to the constant applications by workers for improved services and to have regard for the existing facilities. He refused permission to Caerphilly Transport Department to run a bus service from Senghenydd to Llanbradach

Mr. Hodgson said that British -Railways had been running a service to the colliery for many years, but they had been forced to stop working into the colliery itself. The miners had a 10-mM. walk from the pit to the railway station, and that was admittedly an inconvenience.

The authority considered, however, that the difference between the two services was virtually negligible, and since the short-term licence had been in operation, railway traffic had dropped greatly.

There was a threat that the entire rail' service might be withdrawn, and it was the Authority's duty to take a broad view in the public interest. "We consider that the comparative small degree of discomfort to the 'miners does not outweigh what we have to do," Mr. Hodgson said.
