A 100% INITIAL failure rate at annual tests and other maintenance problems have led to the 0-licence held by Birmingham Car Auctions (1986) being cut from three vehicles to two for 14 days.

Vehicle examiner Andrew Greenlaw told West Midland Traffic Commissioner David Dixon that two immediate prohibitions, one delayed prohibition and a variation notice had been issued to the company's vehicles. During a maintenance investigation in January he had examined two of the three vehicles, issuing two defect notices.

Inspection intervals were over-extended and the driver defect reporting system was not being used. The initial failure rate at annual test over the past two years was 100%.

He had visited the company again in May. Though a written driver defect reporting system had been introduceclinspection periods were still being extended on occasions.

Managing director Graham Birch said drivers had been trained and given written instructions about daily checks. They had previously worked the inspection dates through a diary but now used a flowchart. A rather stern letter had been sent to their maintenance contractor.

They were also carrying out spot checks, with inspected vehicles going straight to another contractor to be inspected again.

That had started the previous week as they had had some difficulty in finding a garage prepared to check someone else's work.

Birch agreed it was fair to say there had been a flurry of activity to get things in order when he found the company was being called before the TC.

Curtailing the licence. the TC said the company appeared to now have got a grip of things, albeit belatedly.
