Which of the following most accurately describes the problem?

SOUTH EAST LONDON 'haulage contractor, Reece Bros Transport Ltd, is to erect a motel, security park, inland customs depot and servicing and repair workshop close to Tehran airport.

Mr M. Olins, a director of Reece, who recently flew to Tehran to look at existing driver facilities, told CM he was horrified at what he saw. "Drivers are still having to sleep in the cab after their 4,000-mile trip," he said, "and vehicles are parked on an area which is only flattened mud. There are no toilets, no canteens, no telephones and leaving the vehicle only for an hour invites thieving." Mr Olins said that during the short time he spent in Tehran he watched drivers deteriorate physically and mentally.

The motel services will be operated jointly with Roybell Consultancy Services, who have strong Iranian connections. In the first instance the facilities will be available to drivers engaged •on groupage traffic for Reece Bros, but this will be extended to cater for all drivers. Roybell will act as the transport company's agents in Iran; the company already has a Tehran office and other offices, which will be manned by both British and Iranian staff, are to be opened in Tabriz and Khorramshahr at the northern end of the Persian Gulf close to Abadan and Basra.
