Which of the following most accurately describes the problem?

I read with some dismay your article "To catch the test dodgers" {CM April 18).

Is the Ministry of Transport not already aware of the possibility (or probability) that many of the thousands of cars in daily use on our roads in respect of which no excise licence has been paid are uniicenced precisely because their owners have not, or dare not, submit them for testing?

One does not have to walk far in the metropolis before one sees, for example, a heavily laden tipper, carrying no road fund or carrier's licence. Operators such as these will doubtless continue to "cock a snook" at the law-abiding firm whose charges they undercut.
