Which of the following most accurately describes the problem?

DRIVERS WHO have been hounded from one London borough to another by parking bans may find a little comfort in the proposals for Greenwich. Not only is the council planning a lorry park, but there are tentative plans by a private company to set up a security park with accommodation.

In Leeds, British Rail is reported to be planning a transfer terminal on unused land — formerly sidings. The plans may include accommodation and vehicle servicing areas.

From Scotland comes less ambitious but equally welcome news that Dumfries and Galloway Regional Council has thrown out plans to ban overnight parking. Instead it has told "environmentalists" in the area that in the interests of road safety, drivers must be able to pull off the road when they feel tired. And is to provide lay-bys.

Are these three decisions isolated incidents, or is there at last an awareness that road transport plays a vital role in our economy? The local authorities involved have to be applauded for their decisions. In national terms, their effect will be minimal but we hope it will not go unnoticed Perhaps TGWU could exert some of its surplus energy in ensuring that it does not.
