Which of the following most accurately describes the problem?

ANEW threat to the freedom of the ancillary user is reported is the latest bulletin of the Traders' Road Transport Association. It refers to a memorandum published by the International Union of Railways, which endeavours to examine problems arising from the mutual incidence of road and rail transport.

"The railways do not at all wish to see restrictions placed on the freedom of private carriers." states the memorandum.

It was, however, certain that the possibility of the user's effecting his own transport, at the same time profiting from the extensive means and the guarantee always provided by public transport undertakings. constituted ri notable advantage, "justifying to a certain degree a check on the freedom which he possesses."

Efforts should be made by a judicious financial policy to establish equilibrium between private and State road transport, it is recommended, in view of the "manifest privileges" from which private operators benefit. The memorandum states that the railways are far from being out of date. Much of their equipment is not sufficiently modernized.

In evolving its programme, the railways endeavoured to reduce to a minimum the obligations which would affect road transport. "It should be recognized that, drawn .up in a very liberal spirit, the proposed measures in no way tend to restrict road transport within a framework of strict and annoying regulations." the memorandum states.
