Which of the following most accurately describes the problem?

MERCEDES-BENZ is pushing for EU member states to offer inancial incentives for the early adoption of Euro-6.

Speaking at the launch of the new Actros in Brussels last week, MercedesBenz truck boss Andreas Renschler said: “We don’t need a green ‘innovation whip’, but instead a more effective system of incentives.” He gave his word to the MEPs in the audience that if an incentive was introduced, Mercedes would do everything in its power to ensure that hauliers who invest in Euro-6 trucks ahead of the December 2013 deadline are able to reap the full inancial beneit.

He said that for this reason Mercedes would not renegotiate contracts with the numerous hauliers that work on its behalf, and he challenged other large European companies to make a similar pledge.

Without inancial incentives Mercedes is well aware that European truck buyers will largely ignore its newly launched Euro-6 Actros, opting instead for the Euro-5 version.
