Stephen Kirkbright, solicitor for George Hirst of Baddeley Bros and GB Hirst Travel International, who had applied for licences for 23 extra vehicles, has demanded an inquiry into delays in dealing with the applications which were made in June 1987.

He claimed the traffic area was aware of evidence given by traffic examiners that Hirst was one of the best operators they had ever seen. He had never heard evidence given by traffic examiners to be so complimentary, he said.

Deputy North East Traffic Commissioner Norman Moody accepted that there had been an inordinate delay in dealing with the applications, but ruled that he had no power to order an inquiry into the matter.
