Which of the following most accurately describes the problem?

• Twenty-six Labour MPs on Tilesday tabled a Commons motion expressing grave concern at the threat that the axle weight limit on lorries may be increased beyond the present 10-ton limit and the overall weight limit beyond the present 32 tons if Britain joins the Common Market.

It calls on the Government to make it absolutely clear to the other EC countries that in no circumstances could Britain contemplate allowing into the country "juggernaut" lorries which would drastically affect already overcrowded roads and endanger buildings and structures in built-up areas.
