Which of the following most accurately describes the problem?

LOYDS TRANSPORT AND WARE1---1 HOUSING (MANCHESTER), LTD., appealed to the Tribunal against a decision of the deputy North Western .Licensing Authority refusing to grant them a B licence for seven vehicles.

Mr. J. R. C. Samuel-Gibbon, for the appellants, said the company wanted the vehicles on B licence for use when units of their A fleet were off the road for maintenance and repairs. Since 1952, earnings had increased by very nearly 50 per cent., yet the fleet had hardly increased in size.

The increase was mainly due to the use of the applicant's own vehicles and not attributable to hired transport. An average of 7.2 vehicles were off the road throughout the year.

No road operators objected to the application because they knew they could not be harmed by it, he said.

The chairman, Sir Hubert Hull: "They also know that if this goes through they can do the same."

A decision had not been reached at the time of going to press.
