Which of the following most accurately describes the problem?

HAZARDOUS HANDBOOK • With such a wealth of regulations governing the transport of hazardous goods by road, it is not easy for operators to keep track of all the legal requirements. The Hazardous Goods Handbook, published by Kogan Page, price 214.95, provides a comprehensive guide to hazardous goods laws including the recently-introduced Road Traffic (Carriage of Dangerous Substances in Packages, etc) Regulations 1986, Statutory Instrument 1986 number 1951.

The 288-page paperback, however, contains a lot more than just law. Among the wide variety of topics covered in the guide are sections on loading and unloading; packaging and labelling training; tanker design and construction; testing and cleaning; safety equipment; driving techniques and vehicle handling.

Also listed are training centres; tank cleaning depots; tanker operators; Health and Safety Offices; tank examination organisations; equipment suppliers; and an appendix of useful contacts including addresses for the RHA, RTITB and DTp.

The Hazardous Loads Handbook is written by Alan Walker, the safety and training manager with Batley-based tanker operator Liquids, Powders and Gas Transport, and is an excellent reference source for hazchem operators. One minor point to note, however, is that the number listed in the guide for the HSE in London is incorrect and is now 01-229 3456.

LIABILITY GUIDE • The recently introduced Consumer Protection Act 1987 is a watershed in the development of consumer rights. It imposes a completely new standard of responsibility upon producers of goods, requiring them to be strictly liable for damage caused by defects.

While it is questionable whether hauliers could describe their services as a "product", manufacturers and equipment suppliers in the commercial vehicle industry will now have to take a hard look at the effect of product liability on their businesses.

The full implications of Liability are explained in a new paperback — Product Liability: the new law under the Consumer Protection Act 1987 — written by solicitors Rodney Nelson-Jones and Peter Stewart, and published by Fourmat Publishing, priced at £15.95.
