Which of the following most accurately describes the problem?

THE Road Haulage Association's Heavy Haulage Group is to have an informal meeting with the Department of Transport in August to try and raise the 12mph speed limit for abnormal loads to 30km/h (18.6mph).

The group will also be questioning the DTp on the legality of using the tachograph as sole evidence that the 12mph limit for Special Types General Order operations has been exceeded. The charts have often led to prosecutions for excessive axle weights, gross weights and train weights under Construction and Use Regulations.

The Group has also managed to get "special types plates" legalised from yesterday (Friday). Representations were made to the DTp in 1982 by the group after the North Yorkshire Police made numerous prosecutions against vehicles using the special types plates, claiming that these plates were illegal.
