Which of the following most accurately describes the problem?

BRS PARCELS have now issued their new tariff giving effect to the decision, following consultation with the Government, that the increases previously proposed should be reduced (see The Commercial Motor, July 9). The revised tariff, to be introduced on August 1, shows that these reductions are of the order of one-third throughout the scale, as already announced in principle but, as was explained previously, the proportional increase remains higher where parcels weighing only a few pounds are concerned and lower on the heavier categories. This higher proportional increase reflects the relative costs involved in handling small packages as compared with heavier consignments where comparatively greater productivity in movement can be achieved.
