Which of the following most accurately describes the problem?

INFORMAL discussions are now being I held between HM Customs and a special sub-committee of the British Shippers' Council for the approval of plans for a consortium to administer an inland clearance centre for containerized goods. An outline constitution for the consortium has been considered by the sub-committee, which is also endeavouring to secure Customs agreement to the conditions under which they would sanction the project and permit clearance of import traffic.

Road haulage interests are represented on the suh-committee by Mr. J. A. Murly, chairman of the international group of the Road Haulage Association. A meeting of the BSC is to be convened on August 10 to receive a report of the results of the current talks with Customs.

Of more likely value to hauliers is a proposal by Southampton Airport (Eastleigh) to administer its own inland clearance depot for A-, Band C-licensed goods transport. The airport is considering the establishment of a bonded warehouse in a building of some 25,000 sq. ft. with an average clear height of about 20-25 ft. and wishes to learn if any operators are interested in reserving space in such a warehouse.

Customs approval of this depot will depend largely on the degree of support from road transport and interested firms are invited to contact the Airport Commandant as soon as possible.
