Which of the following most accurately describes the problem?

• Scottish hauliers are to benefit from a £5m fund aimed at modernising road haulage north of the border.

The Scottish Road Haulage Modernisation Fund (SRHMF) will offer grants and practical solutions allowing hauliers to upgrade vehicles, making them more fuel efficient and environmentally friendly. It will also provide training opportunities, encouraging young drivers to gain qualifications.

Drivers already in the industry will be supported through a programme seeking to maximise savings in fuel and operational costs.

The SRHME will also allow development of a Modern Management Programme which will help improve management skills in the sector. Scottish deputy transport minister Lewis Macdonald says the announcement represents a significant investment in the future of road haulage in the country.

"These training initiatives complement the CleanUp Scotland programme which was launched last November, and which is part-funded by the Scottish RHMF," he adds.

Trade associations have also welcomed the news: "It's something we have been working on for a while," says an ETA spokesman. 'there's been a lot of work done in the background; it was joint effort between the ETA and the Road Haulage and Distribution Training Council."
