Which of the following most accurately describes the problem?

w Police will be taking to the motorways next month to crack down on 'lane hoggers' flouting lane rules.

Officers will be on the M5 in Devon and Cornwall at various times from 1 February, They will monitor motorists' driving behaviour in an effort to ease congestion and promote lane discipline. Fines for blocking the way for other drivers, or 'lane hogging' as it has become known, could be as high as £2,500.

"The rules for motorway driving are quite clear when they state that lanes two and three are for overtaking only." says PC Kevin Druce. "If every motorist were to comply with this and return to the nearside lane after the manoeuvre, traffic flow would improve significantly."

Offending drivers may also have their licences endorsed by enforcement of laws covering unnecessary obstruction or inconsiderate driving.
