• The Minister of Transport is proposing to extent to the whole country the London arrangement whereby vehicles may park without lights on most 30 mph roads, as, since January 1 1970, vehicles have been required to use headlamps in unlit streets at night. Outside London, parking without lights is permitted only on specifically designated roads.

The Minister also proposes to simplify the conditions under which parking is allowed, and to withdraw the requirement that parking should not take place on bus routes. The Minister is seeking comments from local authorities, road user organizations and other bodies.
