Which of the following most accurately describes the problem?

• Despite opposition by France, the Common Market Transport Ministers decided on Tuesday to introduce a Community requirement under which all heavy commercial vehicles operated on distance work will be fitted with tachographs. The compulsory fitment of these devices will apply only to vehicles registered in the six EEC countries; by 1978 tachographs will, for these vehicles, have replaced log books. The technical requirements of the instruments are to be drawn up by the end of June this year.

Germany, Belgium, Luxembourg and, with certain reservations, Italy had earlier accepted the regulation proposed by the EEC Commission which specified the introduction of tachographs progressively from 1971. But France opposed it, pressing instead for a log-sheet system—because, it was alleged, French development of tachographs was lagging. Originally the Commission proposal was due to be agreed in principle by the end of 1969, but French opposition made a Ministerial decision necessary this week.
