Following the Road Research Laboratory report, the Birmingham Dipped Headlights Working Committee issued a Statement in which it disagreed strongly with certain points in the R.R.L. report. In particular, it stressed that a comparison of casualties in night accidents in Birmingham and Leeds showed "dramatically greater" • differences than the R.R.L. report suggested, and that the figures seemed to be in direct conflict with the relevant point made in the Laboratory's report.

The Birmingham statement said that the R.R.L. report contained inconsistencies, based some of its findings on assumptions with which the working committee would not necessarily agree, and completely ignored certain aspects of the final results of the experiment. It considered the R.R.L. conclusions most frustrating in not recommending any positive action.

The working committee is to issue a final report next month.
