Which of the following most accurately describes the problem?

• Hauliers will be hammered with "excessive" VED if they buy the higher weight trucks that become legal next January, new Roads and Traffic Minister Kenneth Carlisle has been told.

The Road Haulage Association says the rate does not accurately reflect the road damage the vehicles will cause, According to the 1980 Armitage Report, a 35-tonne artic creates 19% more road wear than a 32.5-tonne truck, but its VED will be £5,000 — more than double the rate for a 32.5-tonner.

Heavier lorries will also be forced to have road-friendly suspension, which further decreases road damage, says the RHA.
