Which of the following most accurately describes the problem?

• Certain major shippers are not making use of the lorry appointment scheme at Liverpool docks, the transport committee of Liverpool Chamber of Commerce has been told. This was because it was felt that too many vehicles were booked for 8 a.m. and the physical problem of sorting booked and unhooked vehicles appeared to be a deterrent to the scheme, yet in other respects the scheme was working well. It was suggested that a system of monitoring the performance of the scheme and the port authority, being impartial, should take the initiative, making use of the Port Information facilities to find out where and what the flaws were.

The committee was told that all operators had produced an import lorry appointment scheme and were eager to start. Priority would be given to lorries with appointments.
