has agreed that the standing joint technical committee should endeavour to reach agreement with the Ministry of Transport on all technical memoranda before these are submitted to the operator organizations for approval and ratification. This is revealed in the Association's annual report.

Earlier this year a deputation from the operator associations met officials of the Ministry and stated their case for a review of the existing speed limits with a view to p.s.v. being treated on all roads, and not only on motorways, in exactly the same way as private cars.

Representatives of all the operator organizations, together with SMMT, met Ministry officials in October last year when the industry's case for an overall length of 12 m. for p.s.v. was stated. An -early decision is hoped for.

The operator organizations have approached the Ministry with a request that the maximum penalty of a £5 fine for a passenger who contravenes the PSV Regulations 1936 should be increased and made a more realistic deterrent to behaviour such as hooliganism.

The Association has approached the Ministry for help in enlisting the active support of education authorities to stagger schoolchildren's hours to help ease the burden of the industry at peak periods.

Income of the Association for the year ended December 31 last was £13,478. With expenditure of £12,662, there was a surplus for the year of 016. Amount in reserve funds was £4,101. Membership at the end of the year comprised 98 company operators, 44 municipal operators, 174 contractors, 83 associate members, two extraordinary members, seven overseas members and three honorary members, whilst the number of p.s.v. owned by operating members was 44,795.
