Which of the following most accurately describes the problem?

THE Minister of Transport, after considering an appeal by the Eastern National Omnibus Co. Ltd. against the Eastern Traffic Commissioners granting a licence for a stage carriage service in Chelmsford other than as applied for, has made an order on the Commissioners. This covers the main issue of the appeal concerning a turning-point via Heath Drive and provides that the service shall be operated between Chelmsford (Wicklow Avenue/Mendip Road) and Chelmsford (Moulsharn Lodge/Heath Drive) by way of the route specified in the appli cation. To this extent the appeal is allowed.

In her written decision, the Minister "notes that the Chelmsford Borough Council was not represented at the Commissioners' sitting". In her opinion the views of local authorities, as the statutory representatives of the people of the district as a whole, must be of particular assistance to Commissioners in circumstances where there was a conflict of interest between residents in different parts of the local authority's area, whether the solution sought be temporary or permanent.
