Which of the following most accurately describes the problem?

A KENT COMPANY has been fined £400 and ordered to pay £250 prosecution costs for using more vehicles then the maximum permitted on its licence.

W Smith Packaging, trading as Sniithpack.of Erith. pleaded guilty to the unauthorised use of a vehicle when the company appeared before the Harlow Magistrates.

Anthony Ostrin. prosecuting for VOSA, told the court that a two-axled HGV operated by the company and carrying cardboard boxes was the subject of a roadside check at Birchanger Services on the M11. No goods vehicle Operator's Licence identity disc was being displayed.

Further enquiries were made and it was confirmed that the company was the holder of a goods vehicle 0-licence authorising four vehicles but the vehicle checked was not authorised for use on that licence on the day of the check.Ostrin said a margin did not exist for its inclusion.

Martin Arthur. for the company, said that another vehicle operated by the company had been taken out of use and the vehicle concerned in the offence had replaced it.The company however, had failed to inform the Traffic Area Office and clearly that was an oversight.
