AA 65-TANKER application by Regent Transport Ltd., of Barking—strongly opposed by what counsel for the applicants described as "the cartel" of bulk liquid carriers in the business— was adjourned and another day fixed for the hearing by the Metropolitan Licensing Authority, Mr. D. I. R. Muir, last week.

For Regent Transport, Mr. M. H. Jackson-Lipkin said that the application involved a change of facilities in respect of 40 vehicles on the existing A licence from a user of "liquids in bulk, mainly coal tar products, England, Scotland and Wales" to the more appropriate user of "bulk liquids, mainly solvents, for the paint and chemical trades."

This was, Mr. Jackson-Lipkin said, solely because of a change in the industry. Solvents produced for the paint and chemical trade were not now solely derived from coal tar products.

The case rested on four limbs—the change over in the chemical origin (mentioned above); the singular trading system whereby customers of the applicants bought and sold from and to each other and to common clients, which brought about a possible illegality in the use of the contract vehicles making up the balance of vehicles required on the licence, which his clients also operated; the third limb was because of maintenance needs and would, if the applica tion was granted, allow for interchangeability ahd flexibility. The last limb was that there had been an increast in the work of existing customers whicl: had brought about complaints of delay: —caused, in the main, by a lack of inter. changeability and flexibility.

The application, continued Mr. Jackson Lipkin, was first mooted at du beginning of the year. Regent Trans. port had contemplated a reduction ir the overall number of vehicles and wert thinking of giving some up in order tc achieve legality and flexibility. Sines then, however, there had been such r change in their business that this wa: now impossible and a further applica. tion had since been lodged with thr Licensing Authority seeking the additior of a further 10 vehicles for maintenanci purposes only.

If the present application succeeded Mr. Jackson-Lipkin added, the applica tion for additional vehicles would in withdrawn.
