Which of the following most accurately describes the problem?

carriage road (unrestricted) at exactly 40mph, when a police car overtook me and made signs for me to speed up as, obviously, there was a massive queue behind me. Basically, the police were urging me to break the law. Is this right?

DM, Shirley Al have had this very situation brought out at a Public Inquiry which concerned the Thanet Way. Having talked, to senior officers I have to agree that the police officers' action is justifiable if he thinks he is averting a potential danger.
