Which of the following most accurately describes the problem?

HEREFORD trial area independent Dennis D. Buchanan has been granted authority by the West Midlands Traffic Commissioners for two of the four additional single deckers he wanted to add to his fleet.

Buchanan, of Stretton Sugwas, currently holds a licence for four single deckers.

He appeared before the Commissioners in January 1 9 8 1 and was given a warning; in November 1981 his licence was renewed for one year only; in August 1982, they refused to renew his licence but it was restored on appeal.

Finally, in October 1984, renewal was granted for four vehicles only and for a period of one year.

Buchanan said he plans to build his own four-vehicle garage. The other four would be kept at his sister's premises.

He has arranged for other firms to maintain the buses.

Although accounts produced for the year to May 1983 were out of date, he said they showed net assets of £33,500, income of around £80,000, expenditure of around £50,000 and a profit of almost £29,000.

The situation has since improved. Six new vehicles have been purchased and he hopes to buy another four when his garage is ready.

For Buchanan, Bob Tranter said there had been a distinct improvement since his last appearance before the Commissioners.

The degree of profit and capital in the business was a great deal better than in many PSV businesses and sufficient capital had been generated for the purchase of new vehicles and the construction of garage Rail Engineering are to build 46 two-car lightweight diesel railcar sets, and Alexander 23 sets.
