Which of the following most accurately describes the problem?

IN Bland, late and without solutions: the industry did not give the warmest welcome to the Government's Green Paper on transport.

In Transport—the Way Forward one of the few specific suggestions is a new tax for hauliers, based on the distance travelled and the number of axles. It would be measured by

"hubodometer".

The Government backs the case for 44-tanners and suggests that soon 44-tanners on intermodal work will be allowed to carry goods to ports as well as railway stations.

Tougher enforcement is broadly supported with impounding now likely and local lorry restrictions "more widespread".
