Which of the following most accurately describes the problem?

• A 48-hour crackdown on 1,800 trucks and coaches leaving Dover last week ended with 60 operators and drivers receiving summonses for overloading.

A total of 15 foreign drivers appeared before Dover magistrates following the check; all of them were fined.

Among the vehicles stopped was a French coach carrying schoolchildren whose driver had been on the road almost continuously for 19 hours, say police.

The check, which lasted from 06:00hrs on 21 April to 06:00hrs on 23 April, took place on Jubilee Way and the A20 Town Wall Street. "It meant nobody could get out of Dover without us seeing them," says a police spokesman.
