Which of the following most accurately describes the problem?

NEARLY every time a Continental delivery is made by Continental Ferry Trailers, Ltd., a return load is carried, sags Mr. P. S. Henman, chairman and joint managing director of Transport Development Group, Ltd., in his annual report. Inauguration and development of a direct road transport service to Western Europe was the outstanding event among the Group's haulage activities last year.

The service was operated in conjunction with Conti nental hauliers, and special semi-trailers had been constructed which conformed with British and Continental regulations, says Mr. Henman. A new subsidiary, Continental Ferry Trailers, Ltd., had been formed to develop this activity. Demands were increasing on both sides of the Channel, and it was expected that a greater measure of free trade in Western Europe would bring still greater business.

Last year there were further additions to the Group's contract fleets. About renationalization, Mr. Henman says that a large part of the Group's fleet was never acquired by the State. "It is engaged on short-distance haulage and, whilst the vehicles purchased from the British Transport Commission might be re-acquired, there is no reason to think that short-distance vehicles will be affected by renationalization," he affirms.

More than 400 vehicles are now operated by the Group. They, include petrol and oil-engined vehicles varying in capacity from 5 cwt.-25 tons, insulated vans, machinery trailers, tankers, bulk grain carriers and contract vehicles specially designed to customers' requirements. Total carrying capacity of the fleet is 3,400 tons.

The Group's haulage companies comprise:—
