Which of the following most accurately describes the problem?

The interests of unions and employers are not always at odds. Geoff Dossetter, external affairs director at the Freight Transport Association, points out that on issues such as fuel duty and the WTD they have a lot in common: "We don't represent our members in negotiations and discussions with unions in general, but one way or another we do see quite a lot of the T&G and URTU. We certainly aren't necessarily at loggerheads with them; sometimes such as over fuel duty, it seems like we are brothers in arms."
