Which of the following most accurately describes the problem?

TRANSPORT Secretary William Rodgers considers quota restrictions contrary to the principles of the Treaty of Rome and has made this quite clear to his EEC colleagues.

In the House of Commons, the Minister said he would continue to take every opportunity to -press strongly for increases in permits, both multi-lateral and bi-lateral.

He pointed out that the total number of permits available from EEC countries which imposed such restrictions had increased over the past two years — for France from 41,000 in 1976 to 50,500 in 1978 (23 per cent increase), for West Germany from 13,780 to 17,680 (28 per cent) and Italy from 4,450 to 6,450 (44 per cent). The EEC quota has risen from 272 in 1976 to 326 in 1978, a 20 per cent increase.
