Which of the following most accurately describes the problem?

any writer deserves to have his name on his articles this author does.

He reports our Transport Minister, William Rodgers, as saying that -if the tachograph had not been invented it would not have been necessary for us to consider its adoption.'" There's a politician for you.

I suppose a trade union leader might say, -If the EEC had not been invented it would not have been necessary for the UK to join and then ignore its rules.

But I notice that several drivers interviewed last week on TV were accepting that tachographs have to come and that they can't have another strike, in order to stop their adoption, at this juncture.

Will the Government then act quickly? No reader of Westminster Haul is likely to believe it ever does.
