Which of the following most accurately describes the problem?

• The Government's freeze may be hitting many people, but to the islanders of Luing, south of Oban, it is a godsend. Because of it, they are at present travelling at the Government's expense on the new six-car ferry which links their island with the mainland at Oban.

About 18 months ago the Scottish Development Department, in conjunction with Argyll county council, decided to give the islanders a better service on the crossing by supplying a larger ferry, for the previous one took only two vehicles and was free. I At the same time it was decided that when the ferry started operating a charge would be made. The service began working in January, but because of the freeze, the SDD said that no charges were to be made meantime.
