MR. S. J. LAMBORN, Deputy President of the Traders Road Transport Association, speaking at the annual dinner of the T.R.T.A.'s Western Division on Tuesday, said by any standards the T.R.T.A. "year" for 1961-62 had been a momentous one for transport.

Apart from the Bill for the reorganization of the railways and the announcement that Britain was to embark upon Common Market negotiations, road transport had been the subject of virtually daily comment, more often than not unfavourable, both in the Press and Parliament.

Traffic congestion had grown worse and local authorities "have evolved and still are evolving new schemes to deal with this very difficult matter.

Mr. Lamborn went on: "It might well be true to say that the Minister of Transport, in addition to the Transport Bill and the Road Traffic Bill dealing with road safety, has provided more new regulations controlling road transport operation than any of his predecessors.

"In addition there have been economic, political and judicial developments which seem to foreshadow a review of the whole of the goods vehicle licensing system. All these developments have a very definite and sometimes profound bearing on the operation of C-licensed vehicles."
