NEW DEPUTY senior Trafic Commissioner (STC) Beverley Bell has stressed her commitment to maintaining the independence of the TCs in the wake of current STC, Philip Brown, taking special leave for health reasons.

North West Area TC Bell has been a ierce supporter of the independence of the TCs from government interference, following a spat between the TCs earlier this year. She will take the new temporary role from 1 June.

Just before Christmas, during the case of Lombard North Central and Carl Hutchinson, Bell expressed concerns that new Department for Transport (DfT) guidance on the reporting of expenses, leave, working time and hospitality for TCs could undermine their independence (CM 5 January).

Brown played down Bell’s statement, which was supported by Western TC Sarah Bell, while the Road Haulage Association voiced concerns that relationships at the top of the TCs’ tree were “not working” .

Following the appointment, Bell tells CM: “I am committed to working closely with my fellow TCs in accordance with the inde

pendent nature of our role. I look forward to working with VOSA and the DfT to implement an eficient modern licensing service, while ensuring that there is effective enforcement against those operators that disregard road safety and fair competition.” Bell was appointed to the job by Transport Secretary Philip Hammond, after being nominated with the backing of her fellow TCs. She will continue to be based in Golborne, Warrington, where she will remain in her role as TC for the North Western Trafic Area. The STC is able to issue general directions and guidance to the TCs and Deputy TCs.

In relation to the TCs’ future independence, Geoff Dunning, RHA chief executive, says: “We don’t have a problem with VOSA providing administrative support to the TCs, but we always want to see clear blue water between them.” He adds: “The news that she will now have the additional role of heading up the TC team while Brown is on extended leave is excellent news.” Vikki Woodine, solicitor at Manchester-based DWF, says: “[Bell] was always the best candidate to take that role. It is fantastic for the industry: over the years she has given up plenty of time to promote fair regulation of the industry.” Brown remains the TC for the South Eastern and Metropolitan Trafic Area, and in his absence, his work is being covered by DTCs.
