Which of the following most accurately describes the problem?

• Tolls planned for the motorways in the next four years could be restricted to the daytime, Transport Secretary John MacGregor revealed last Wednesday.

He told the Transport Select Committee that removing tolls at night was "certainly an option" he will consider to help reduce traffic on the motorways at peak periods.

The MPs had questioned MacGregor's suggestion that charging motorway users higher tolls at peak hours would encourage users to re-schedule their motorway journeys to quieter periods.

They are also concerned that motorway tolls will lead to road users transferring to local roads. To avoid local congestion, they suggest the Government imposes tolls on other major roads. MacGregor said he had not excluded tolling some other principal roads.
