Which of the following most accurately describes the problem?

I was pleased to see the Road Haulage Association taking the war into the enemy's camp over the matter of sanctions for alleged breaches of the pay code.

In the past I have sensed a reluctance to name names when members have been pilloried by the Government, but last week's denunciation of the Ministry of Defence in withdrawing a contract from CapeIs Transport Ltd, Coventry, pulled no punches and warmed my heart.

I would have thought the Government had already done enough damage to British defences by immobilizing Scorpion tanks because of a dispute between, basically, them and the Transport and General Workers Union.
