Which of the following most accurately describes the problem?

A REPORT from a Transport Action Scotland study group has criticised the Government's attitude to the prospects for a Glasgow-Carlisle motorway.

According to Government calculations, traffic volumes on the A74 trunk road — the "missing link" between the M6 and M74/M8 — will not reach 33,700 (the motorway threshold figure) until 2010.

TAS claims that "more accurate local information" shows that this figure will be reached by 1987 and that it takes 10 to 12 years to build a new road.

The report says that the A74 has experienced an aboveaverage increase in traffic due to North Sea oil exploitations and tourist traffic growth, and this could continue to grow, especially as the Glasgow -area, which at present has one of the lowest car ownership rates in the country, could become more prosperous.
