AThe proposal you have in mind raises extremely complicated legal issues. The decision as to whether such an operation was legal Would be that of the Traffic Commissioner(s) of the area in which you propose to operate. It would be advisable for you to submit to him all relevant details for his(their) advice before entering into any financial commitment.

It should be borne in mind in contemplating any operation of vehicles for the conveyance of passengers that the expression "separate fares" covers not only what is generally understood as such (separate payments from the individual passenger directly to the operator) but it can also cover other arrangements. It is immaterial whether the payment is made solely in respect of the journey or not. A payment is regarded as made for the carriage of a passenger if it gives him the right to be carried whether for one or more journeys and whether or not he actually travels.

Apart from the legal aspects, although this and similar proposals seem attractive at the outset, from purely day-to-day operational considerations, it is probable that a number of occasions would arise where the starting and finishing times of all concerned did not in fact coincide so regularly as was originally assumed. If such were the case deductions or repayments for non-travel might well still further complicate the legal position.
