Which of the following most accurately describes the problem?

On 10 September 2009, the Driver CPC Directive comes into force in the UK. This piece of legislation, arguably the most significant rule to hit the industry since the Working Time Directive, means that every HGV driver in the country has to carry out 35 hours of training every five years in order to comply. Without an up-to-date training record, truck drivers will not be able to qualify for and carry a Driver Qualification card, and, as a result, will not be able to ply their trade in the industry. Operators employing such drivers will be guilty of breaking the law, as will the drivers themselves.

Once the law takes effect, existing drivers have five years to get trained and qualified, but the current training provision in the industry indicates that if you don't make a start from the word go in collecting your hours, then the availability and cost of training will rise significantly.

The training can only be undertaken by Driver CPC-approved training centres, and only then if the training courses themselves have been approved.
