ADEVICE to obviate the restrictions of a C licence, whereby the licensee bought sand at Id. a cubic yard and sold it back to the merchants after delivering it for them at 6s. 9d. was "not within the law," stated the chairman of Essex Quarter Sessions Appeal Committee, last week.

Frederick Arthur Norton, 7 The Parade, Southend Road, Wick ford, appealed against a conviction by Chelmsford magistrates for using a C-licence vehicle unlawfully.

It was stated that Norton bought the sand from a company's pit at Broomfield and delivered it eight miles to Hanningfield where he sold it back to them. The difference of 6s. Rd. a yard represented 5s. for haulage and Is. 8d. profit.

Norton told the court that he thought that the method was legal, and had suggested it himself to the sand company as a means for circumventing licence difficulties.

The appeal was dismissed.

MEAT TRANSPORT: QUESTION ON HYGIENE

ASKED what steps were being taken to safeguard and improve the standard of the hygienic transport of meat in Scotland following the dissolution of the Meat Transport Organisation, Ltd., in the House of Commons, on Monday, the Secretary of State for Scotland replied that the question of hygiene was taken into consideration by Licensing Authorities when applications were made for goods vehicle licences.

As had been stated at an earlier date, he was, however, considering, together with the Minister of Food, what could be done to improve generally the hygienic standard of meat transport.
