Which of the following most accurately describes the problem?

A COMPLAINT about delays in providing 0 licences has been rejected by Dr John Gilbert, the Minister for Transport.

Mr Gwilym Roberts (Labour, Cannock) said in the Commons that delays were causing difficulties to businesses.

But Dr Gilbert replied that he was satisfied that proper investigation by the Licensing Authority and the period allowed for statutory objection were necessary in the public interest before an 0 licence was granted.

In well-founded cases of urgency there was discretion to grant an interim licence, pointed out the Minister.
