Which of the following most accurately describes the problem?

• Local Government's share of spending on English roads has risen twice as fast as Central Government's over the past six years. The money budgeted by Government for national highways in 1994/95 has risen by 17.5% over the 1989/90 figure of 2.1,655m. But the local authority contribution has risen by 36.5%, to 2851m.

Central Government's 1995 spend on railways rose by 70.5% in the same period—local authorities are being forced to increase their rail budgets by 187%.
