Which of the following most accurately describes the problem?

• Hampshire-based Seymour Mobilift has bought two tri-axle low loaders from Andover Trailers. Both will operate from its Darlaston and Warrington depots. They have been fitted with Granning lifting third axles to enable the use of standard Volvo FL10, 3.4mwheelbase tractors and maximum 12.2m loadspace step frame trailers, complete with rear loading ramps, within the legal 15.5m maximum.

The tractors have been equipped with Granning midaxle suspension with axle lifts and Edbro power take-offs for the trailer winches. The lowbed trailers incorporate airsuspension and Andover's lowloader axle-lift arrangement.
