THE CONTROVERSIAL Bill to deregulate bus services outside London was expected to be published this week.
The Bill was expected to be published on Thursday, after CM went to press.
It has been delayed because Transport Secretary Nicholas Ridley has been looking for ways to meet the criticisms from his own party.
