Which of the following most accurately describes the problem?

• A haulage firm director pleaded guilty to 112 offences involving records and unauthorized use offences at Croydon magistrates' court on Wednesday.

McGovern Bros (Haulage) Ltd, Cricklewood Broadway, admitted failing to keep accurate drivers' records and was fined £390 with £50 costs.

The firm whose 10 lorries were said to be mostly employed in hauling refuse for the GLC, was stated to have shown records that lorries were operating between Hendon and Hertfordshire when weighbridge tickets proved that they were working between Croydon and Crayford.

Mr George Bathurst, prosecuting, said that Mr Anthony McGovern had also admitted not having an operator's licence on eight occasions.

Mr Jeremy Fear, for the firm, said that the cases arose out of sloppy administration rather than deliberate flouting of the law.

Mr McGovem's brother, who had dealt with the records, had left to go to Ireland and Mr McGovern had found it difficult to cope.

He also understood that when a haulage company was working for a council it was not necessary to have an operator's licence.

The firm was said to have three previous convictions.
