Which of the following most accurately describes the problem?

IN an adjournment debate in the I Commons next Monday, Mr. Gerald Nabarro, Conservative M.P. for Kidderminster, is to urge the Government to stop being "caught out" by wintry weather conditions. Unofficial estimates, he says, put the national cost of the Christmas freeze-up at about £100m. Mr. Nabarro wants an immediate Treasury inquiry to assess the full loss. Then he wants a Treasury committee to be set up to suggest ways of preventing a recurrence.
